New French Law Requires Solar Panels Over Parking Lots, Capable of Generating Electricity Equal to 10 Nuclear Power Plants
France is converting large parking lots into clean energy hubs by requiring solar panel canopies over thousands of outdoor parking areas. Instead of leaving vast asphalt surfaces unused, the country is transforming them into renewable electricity generators while also providing shade for parked vehicles.
The policy is part of France’s renewable energy acceleration law. Outdoor parking lots larger than 1,500 square meters must install solar canopies covering at least 50% of their area. Existing parking lots of 10,000 square meters or more must comply by July 2026, while smaller qualifying lots have until July 2028.
The goal is to expand solar generation without using farmland or forests for new power plants. By making use of already-developed land, France aims to increase renewable electricity production while protecting natural ecosystems and reducing conflicts over land use.
Government estimates show the program could add up to 11.25 gigawatts of installed solar capacity. That is roughly equivalent to the generating capacity of about 10 nuclear reactors. Besides producing electricity, the canopies keep vehicles cooler, protect them from rain and hail, and help reduce the urban heat island effect.
The law also includes enforcement measures. Parking lot owners that fail to comply can face annual financial penalties until the required solar canopies are installed. Some exemptions apply where technical, environmental, or economic conditions make installation impractical.
France’s approach is already attracting international attention. Similar solar parking canopy initiatives are being considered or introduced in other countries, including South Korea. Analysts also note that the United States has enormous untapped potential, with millions of parking spaces that could generate clean electricity without occupying additional land.
As electricity demand continues to grow from electric vehicles, heat pumps, and AI data centers, solar parking canopies offer a practical way to expand renewable generation close to where electricity is consumed. France’s nationwide program could become a model for cities seeking to increase clean energy production while making better use of existing infrastructure.
