Morocco’s Massive Solar Plant Plans to Export Renewable Electricity to Europe Through an Undersea Cable

Morocco is strengthening its position as one of Africa’s leading renewable energy producers. The country is investing heavily in solar and wind projects to reduce fossil fuel imports and expand clean electricity generation. Its renewable energy strategy is also aimed at supporting long-term energy security and economic growth.

The country’s flagship project is the Noor Ouarzazate Solar Complex. It is one of the world’s largest concentrated solar power (CSP) facilities. The complex combines CSP and photovoltaic (PV) technology with a total installed capacity of about 580 MW of CSP and 70 MW of PV. Thermal energy storage allows electricity generation even after sunset.

Morocco is also expanding its renewable portfolio beyond Ouarzazate. Construction has started on the Noor Atlas program, which includes six new photovoltaic plants with a combined capacity of 305 MW. These projects are expected to strengthen the national grid and increase clean electricity production across several regions.

The country is also pursuing international energy connections. The proposed Xlinks Morocco–UK Power Project aims to deliver Moroccan solar and wind power to Britain through about 3,800 kilometers of HVDC submarine cables. However, the project remains under development and is not exporting electricity. The UK government has withdrawn its previous support, although Xlinks says it will continue seeking alternative financing.

Morocco already has an electricity interconnection with Spain. This existing link supports cross-border electricity trade between Africa and Europe. Future renewable energy exports could expand as Morocco increases its generation capacity and transmission infrastructure.

Despite its progress, the country faces technical challenges. Noor III, the 150 MW solar tower plant, experienced another shutdown in 2026 because of a molten salt storage leak. Engineers are repairing the system, highlighting the operational complexity of large CSP facilities while Morocco continues improving its renewable infrastructure.

With abundant sunshine, strong wind resources, and new renewable investments, Morocco is emerging as a clean energy hub for Africa. Large-scale solar and wind projects are expected to increase domestic electricity supply and support future exports to international markets as new transmission links become available.
